Traffic Enforcement Dates and Locations

Pedestrian Stings:
August 25, 2008

Pedestrian stings will be conducted at multiple locations throughout the City:
From now until mid September, members of the Tigard Police Traffic and Patrol Units will be taking extra steps to ensure pedestrian safety and bring attention to the importance of pedestrian related traffic laws. Oregon law requires motorists to yield and stop for pedestrians who are legally crossing streets. Violation of the law is a Class B traffic infraction with a penalty of $250.00.

Tigard Officers are planning to conduct several operations at various locations around Tigard. The locations are based on officer observations and complaints expressed by pedestrians noting difficulty in attempts to safely cross the road. The locations include intersections at:
  • Main Street
  • Sequoia Pkwy.
  • 72nd Ave.
  • Pacific Hwy.
  • 121st Ave.
  • Hall Blvd.
The purpose of the pedestrian stings is to promote safety for pedestrians at marked crosswalks through out the City of Tigard by making motorists aware of their responsibility to yield when the pedestrian is in the crosswalk. For additional information about what the motorist's requirement is check out these New Laws for drivers to help keep pedestrians and cyclists safe.

The minimum base fine for failing to yield to a pedestrian in a crosswalk is $250.00. Under certain circumstances it could also be considered careless or reckless driving, or recklessly endangering which could have serious consequences as well.

Some of these locations include but are not limited to: The crosswalk on SW Hall near JoAnn's Fabrics, the crosswalk on SW Bonita at SW Milton Ct, the crosswalk on SW Greenburg Rd at SW Center, the crosswalk on SW 121st at SW Springwood, the crosswalk on SW McDonald at SW 100th. There are many other painted crosswalks through out the City motorists need to be aware of. Please watch for them as you drive through the City of Tigard.


3 Flags Seat Belt Campaigns:
Officers will be checking to see if the safety belts are properly used and over the shoulder.
  • February 4 through the 17th, 2008:
    • Last year, Tigard officers issued a total of 50 seat belt violation citations, 62 speeding citations, made one felony arrest, arrested 4 drivers for driving while suspended and issued 64 warnings and citations for various other violations.
  • May 19 through June 1st, 2008:
    • Last year, Tigard officers issued a total of 23 seat belt violation citations, 151 speeding citations, 4 driving while suspended ciations and towed 5 vehicles for lack of insurance or being driven by a suspended driver. Tigard Officers also issued a total of 19 warnings and citations for various other violations during this time period.
  • September 8 through the 21st, 2008
Motorists are advised not to wear the safety belt under their arm. It is not only unsafe, it is also a violation of the safety belt statute. When a shoulder belt is placed under the arm, it is placed over the ribs. The ribs are not as strong as the collar bone and when broken, they are likely to damage internal organs.

The base fine for failure to wear your safety belt is $100.00. The base fine for wearing the safety belt behind your back or under your arm is the same.


2008 Saturation Details:
The purpose of the saturation details is to bring motor officers from a bordering city increasing our capability of enforcing the traffic laws.
  • March 6
  • June 4
  • September 3
  • December 3
At present there are only three motor officers for the City of Tigard. We typically coordinate a joint effort with Beaverton PD motor officers and soon will add Tualatin motor officers to this detail. That brings the potential number of traffic enforcement officers on the saturation date to eight.

Traffic details do not necessarily focus on specific locations. We move through out the City and tend to focus on locations that have a high volume of traffic. Some of these are: Hwy 99/SW Hall, SW Greenburg Rd at Hwy 99 and SW Center, the Washington Square are and SW Greenburg Rd., Hwy 217 in both directions from I-5 to SW Scholls Ferry Rd., Hwy 99 at SW Royalty Parkway and SW Durham Rd. During these saturation details our focus is on violations contained in the Oregon Revised Statutes (and driver's manual) We enforce speed violations, seat belt violations, disobeying traffic control devices, to name a few.
