CRIME Spotter is a map-based tool for general information about criminal activity in the
City of Tigard. It provides a visual representation of where crime has occurred using a
12 month database of crimes that has been created specifically for use on the Web.
This database is updated with new crime data each month.
CRIME Spotter works by entering an address, which in turn generates a one
mile summary of crimes with descriptive information. The address
entered in CRIME Spotter is where the map is centered, it does not bring
back crimes specific to that location.

Purpose of CRIME Spotter
CRIME Spotter is a map-based tool for general information about criminal activity
within the City of Tigard. It provides a visual representation of where crime has
occurred using a twelve month database of crimes that has been created specifically
for use on the web. This database is updated with new crime data each month.
CRIME Spotter works by entering an address, which in turn generates a one mile
summary of reported crimes with descriptive information. The address entered in
CRIME Spotter is where the map is centered. While it does not specifically return
crime activity at the address entered, the information will be included in the
overall extraction of information that is contained within the standard parameter.
The City of Tigard is often referred to as "a place to call home." Many of its
46,000 plus residents have come to appreciate and qualify that statement. Tigard's
reputation as a safe community is a result of many things, including proactive,
community-oriented law enforcement and the effort of active, informed citizens
and neighborhood groups working together. Tigard's history as a city with lower
than average crime rate, along with very low incidents of more serious or
"stranger to stranger" types of crime make living here desirable. To achieve
this, in part, is a result of citizens and business partners in the community
taking an interest and working closely with police.
What Crimes Are Included?
CRIME Spotter displays only reported crimes that result in a Police report.
The Summary Total Crime Grid and corresponding chart display all reported crimes.
The individual tables along the top display Part 1, Part 2, Measure 11, and Other Crimes.
CRIME Spotter does not show calls to the Police Department that do
not lead to a determination that a crime has been committed.
CRIME Spotter include Rapes and Sex Offenses, although to protect the privacy of the
victims, the locations of those crimes are not shown on the map or in the table.
General Crime Definitions
- Assault:
- Aggravated assault / Attempt murder: is the attack or threat of attack for the purpose of inflicting severe bodily injury, usually accompanied by the use of a weapon or other means likely to produce death or great bodily harm.
- Simple Assault / Resist Arrest: is limited to the use of personal physical force against another. It does not involve the use of any firearm, knife, cutting instrument or other dangerous weapon. Injury, if any, requires little more than first aid treatment.
- Arson: Any willful or malicious burning or attempts to burn, with or without intent to defraud, a dwelling, public building, other building or structure, motor vehicle, aircraft, personal property of another, etc.
- Burglary: The unlawful entry of a structure to commit a felony or a theft.
- Disorderly Conduct: Any behavior that intends to disturb the public peace or decorum causes public inconvenience annoyance or alarm, or shock the public sense of morality.
- Drug Abuse: The violation of laws prohibiting the production, distribution, and/or use of certain controlled substances and equipment or devices utilized in their preparation and/or use.
- DUII: Driving or operating a motor vehicle or common carrier while mentally or physically impaired as the result of consuming an alcoholic beverage or using a drug or narcotic.
- Embezzlement: The unlawful misappropriation or misapplication by an offender to his/her own use or purpose of money, property, or some other thing of value entrusted to his/her care, custody or control.
- Family Offense: Unlawful nonviolent acts by a family member (or legal guardian) which threaten the physical, mental, or economic well-being or morals of another family member and which are not classifiable as other offenses.
- Forgery/Counterfeiting: The altering, copying, or imitating of something without authority or right, with the intent to deceive or defraud by passing the copy as the original.
- Fraud: The intentional perversion of the truth for the purpose of inducing another person or other entity in reliance upon it to part with something of value or surrender a legal right.
- Grafitti: (this is type of Vandalism or Criminal Mischief) Willful or maliciously destroy, injure, disfigure, or deface any public or private property without the consent of the owner or person having custody or control by marking, painting, or drawing.
- Homicide: Willful (non-negligent) killing of one human being by another.
- Kidnap: Commits this when, with intent to interfere substantially with another's personal liberty, and without legal consent a person takes another from one place to another or secretly confines a person in a place where the person is not likely to be found.
- Larceny/Theft: The unlawful taking, carrying, leading, or riding away of property from the possession or constructive possession of another.
- Liquor Law: The violation of local laws or ordinances prohibiting the manufacture, sale, purchase, transportation, possession, or use of alcoholic beverages.
- Motor Vehicle Theft: Theft or attempted theft of a motor vehicle.
- Rape: The carnal knowledge of a female forcibly and against her will. Assaults and attempts to commit rape by force or threat of force are also included; however, statutory rape (without force) and other sex offenses are excluded.
- Robbery: The taking or attempting to take anything of value from the care, custody, or control of a person or persons by force or threat of force or violence and/or by putting the victim in fear.
- Runaway: Is a status offense for Juveniles. When a person under the age of 18 purposefully leaves the home of their legal guardian without consent to do so and fails to return.
- Sex Offenses: Offenses against chastity, common decency, morals, and the like.
- Stolen Property (buy, receive, possess): Buying, receiving, possessing, selling, concealing, or transporting any property with the knowledge that it has been unlawfully taken as by burglary, embezzlement, fraud, larceny, robbery, etc.
- Theft From Motor Vehicle: Thefts of articles from automobiles, trucks, attached truck trailers, buses, vans motor homes or motorcycles. Also, includes any parts or accessory attached to the interior or exterior of a motor vehicle.
- Traffic Crimes:
- Driving while suspended or revoked: If a person drives a vehicle during the period when the person's driving privileges or right to apply for privileges have been suspended by the Department of Transportation, or when they drive outside the limitations of a probationary permit.
- Reckless Driving: If a person drives a vehicle in a manner that endangers the safety of persons or property.
- Elude: A person knowingly flees or attempts to flee a pursuing police officer.
- Vandalism/Criminal Mischief: Consists of the willful, malicious, or mischievous destruction, injury, disfigurement, or defacement of any public or private property, real or personal, without consent of the owner or person having custody or control, by cutting, tearing, breaking, marking, painting, drawing, converting with filth, or any other means as may be specified by law.
- Weapons: The violation of laws or ordinances prohibiting the manufacture, sale, purchase, transportation, possession, concealment, or use of firearms, cutting instruments, explosives, incendiary devices, or other deadly weapons.
How Do I Get Started?
CRIME Spotter has been developed with ease-of-use in mind. CRIME Spotter only requires a valid
street address number within the City of Tigard to create a map of crimes surrounding that
location. Based on the results of your search, CRIME Spotter will return a listing of
locations that match your search criteria. You can browse the list and select the
location of interest. CRIME Spotter will return detailed information on the types
and occurrences of crime for the selected area. The following describes instructions
for using CRIME Spotter:
Step 1:
The first page of CRIME Spotter opens with an Address Query box. Type in an
Address Number and/or Street Name and then click Search. You may also enter a Street Intersection.

Step 2:
If CRIME Spotter detects multiple candidates it will display a Candidate List. Click on the desired address using the radio buttons on the left and then click Show Report.

Step 2B:
If you enter a street intersection, CRIME Spotter takes you to the intersection and
provides you with a list of addresses in the immediate vicinity. Click the desired
address to launch CRIME Spotter or if the list is still too big to select from,
use the zoom tool (+ and -) to zoom in and out to narrow the candidate list.

Step 3:
CRIME Spotter then generates a new page starting with a summary of all Part 1 Crimes.

Step 4:
Below the grid map, CRIME Spotter generates a graph of total reported
crime occurring within a one-half mile radius of the entered address.
Hover your mouse over the each column to see individual
totals.

Step 5:
Click on any of the individual crime tabs along the top to see specific
crimes along with corresponding descriptive information. The descriptive information
displayed represents only those crimes that are within a half-mile radius of the
queried address.
To start a new search, click the Search tab located at the top.

Interpreting the Map
Crime Locations
Crime locations are displayed as points on the map and are symbolized to distinguish
the type of crime (e.g., a green dot represents Burglary). A legend appearing on the
right side of the map displays the different types of crimes and their corresponding
symbology.
The points shown are single addresses of the reported crime; however, not all crimes
occur at a specific location. In these cases the nearest cross street or block is used.
For example, if a theft occurs from a vehicle that is parked in the street the nearest
cross street is used as the location.
The map may display multiple points at a given location if that address contains
more than one reported crime in a given category within a 12 month period
(For example, two Burglaries at the same address). The points will be overlapping
on the map and appear as only one point. The table below the map shows all of
the crimes that are within the half-mile radius, so if multiple crimes in a single
category do exist they will appear in the table.
The crimes shown are current as of the first of previous month; however Police
reports are not entered immediately into the database. As such, there is a lag
between the time the crime was reported and when the crime appears on this web
site.
Descriptive Information
The table displays descriptive information for each report crime within the half-mile
radius of the queried address. These include the following:
- Case Number: a unique identifier
- Address: the location or nearest location of the crime
- Date Occurred / Time Occurred: the date/time the crime is believed to have taken place, when a time frame is giving the low or earliest date/time is used
- Description: the type of crime
Note: for privacy protection addresses for rape crimes are not shown.

These crime statistics represent a snapshot of reported crimes for a 12 month period
that is updated monthly. The numbers do not reflect changes to individual cases
if the changes were made after the end of the reporting period. The original
data source is dynamic and is therefore constantly changing, so totals may
differ from other reports generated by the Police Department.
The GIS applications accessed through this web site provide a visual display
of data for your convenience. Every reasonable effort has been made to
