Portland Man Shot While Attempting To Steal A Vehicle (March 4, 2004) An eighteen year old was shot late Wednesday night in what appeared to be an attempted vehicle theft. The vehicle was parked in a lot at the Georgetown Apartments located at 9050 SW Scholls Ferry Rd in Tigard. Alleged Sexual Assault Was Fabricated (March 1, 2004) Tigard Investigators learned Friday evening that a previously reported incident by a Tigard fourteen year old female did not occur. The female alleged she was sexually assaulted on her way to Twality Middle School on Thursday morning (2/26). Council Establishes the Street Maintenance Fee Rates (February 27, 2004) City Council established the Street Maintenance Fee rates at its meeting on Feb 24, 2004. The monthly rates are: $2.18 per unit for residential uses (both single family and multifamily units), and $0.78 per parking space or fueling position with a 5-space minimum and a 200-space maximum. Actual implementation of the fee is expected to commence in Apr 2004. Middle School Student Reports Being Sexually Assaulted (February 27, 2004) A fourteen year old female reported to police today (2/27/04) that she was sexually assaulted at approximately 8:30 AM while enroute to Twality Middle School. Anyone who may have information regarding the incident is asked to call Officer Eskew at 503-718-2558. Bull Mountain Subcommittees (February 25, 2004) Subcommittees have been formed to study issues for parks, planning, streets and police to assess specific issues identified during public meetings regarding the Bull Mountain Annexation Plan. Council Gives the Green Light to the Street Maintenance Fee (August 15, 2003) At its meeting on August 12, 2003, City Council directed the preparation of an ordinance to establish a Street Maintenance Fee and a resolution to establish the rates. Tigard Awarded Federal Trail Grant (June 25, 2003) The City has been awarded $51,486 in Recreational Trail Program (RTP) grant funds to partially finance the development of the Fanno Creek Trail segment between Hall Boulevard and the future library. 98th Avenue/Durham Road Signal Light Activated (June 24, 2003) A dedication ceremony was conducted on Thursday, June 12 to formally activate the new traffic signals at the 98th & Durham intersection. Gaarde Street Closure Extended through August 6, 2003 (June 18, 2003) The Gaarde Street Closure will be extended an additional month. Grant Received for Fanno Creek Park Enhancement Plan (June 17, 2003) As part of the Fanno Creek Park Enhancement Plan, the City is partnering with several organizations to restore approximately eight acres of riparian wetland back to its native condition. Tigard Digs Its New Library (June 4, 2003) About 150 people attended the groundbreaking and dug some dirt to kick off the next phase of the new Tigard Library construction project on Saturday. 98th Avenue/Durham Road Dedication Ceremony Scheduled (June 2, 2003) A dedication ceremony has been scheduled for 10:00 AM on Thursday, June 12, 2003 to formally activate the new traffic signals at the 98th Avenue/Durham Road intersection. Tigard Public Library Reduces Open Hours (June 2, 2003) The Tigard Public Library recently announced a reduction in its open hours, effective July 1, 2003. City Council to Adopt FY 2003-04 Budget (May 30, 2003) The Tigard City Council is scheduled to adopt the budget for FY 2003-04 on June 10, which the Tigard Citizen's Budget Committee approved on May 19. The Approved Operating Budget is only 0.56% higher than the current fiscal year budget despite contractually required salary increases, increasing employee benefit costs, and rising water and energy prices. Street Maintenance Fee Implementation Delayed (May 29, 2003) City Council delayed implementation of the proposed Street Maintenance Fee and directed the Transportation Financing Strategies Task Force to meet with the business community to determine if a more equitable split between residential and non-residential charges can be established to lessen the burden on businesses. Gaarde Street Road Project Partially Open (May 28, 2003) Gaarde Street is closed from Pacific Highway (99W) to 121st Avenue, and 121st Avenue closed from Gaarde Street to Quail Creek Lane for non-local traffic during work hours. However, to improve circulation and alleviate inconvenience, the City of Tigard has decided to open the road to through traffic after work hours and on weekends. Tigard's Water and Money Saving Summer Programs (May 23, 2003) Saving water is especially important in summer because people typically use 2-3 times more water while at the same time rainfall diminishes. To beat the peak, the City of Tigard has two great summertime water-saving programs. Two Twality Middle School Students Charged With Arson (May 19, 2003) Two Twality Middle School students have been charged with Arson I in connection with the fire that was started in a restroom, the afternoon of May 9th. Both boys have been referred to the Washington County Juvenile Department. Child Dies After Being Struck By Vehicle In Tigard (May 19, 2003) A two year old boy, Ethan Xiong, died after being struck by a vehicle Sunday evening at about 6PM. The accident occurred on SW McDonald near 97th Avenue in Tigard. The child had been walking with a family member along McDonald St. Coming to a Neighborhood Near You! Gaarde Street Road Closure Update: May 13, 2003 (May 13, 2003) The Gaarde Street Improvements (Phase 2) construction project is currently in-progress. To expedite the construction of the project, the contractor was authorized to close the street to all but local traffic during the period April 2, 2003 through July 2, 2003. Gaarde Street Improvements – Phase 2 Construction Continues (May 6, 2003) The signs say ROAD CLOSED - LOCAL ACCESS ONLY or ROAD CLOSED TO THRU TRAFFIC. Local access means those who live inside the road closed barricades or those motorists who have a destination inside the barricades. City Manager Proposes Budget for FY 2003-04 (April 22, 2003) Citing economic concerns and increasing demands for City services, Tigard City Manager Bill Monahan will present a conservative proposal for City spending in FY 2003-04. Progress Update on the 98th Avenue/Durham Road Intersection Signalization Project (April 18, 2003) Construction of the new traffic signal on Durham Road at 98th Avenue that began in mid-February is about 30 percent complete. Previously Reported Tigard Kidnapping Not Fact (April 10, 2003) Police learned on Wednesday evening that the kidnapping report made to the Snohomish County Sheriff's Office on April 7th did not occur. During an interview, the victim disclosed this development to a group of investigators which included a Tigard Police Detective, an FBI investigator and another local police officer. Tigard Competes with other Regional Cities and Counties for Federal Funds (April 8, 2003) The City of Tigard has submitted proposals for three projects valued at approximately $2.6 million: Washington Square Regional Center Greenbelt Trail, Greenburg Road Widening/Modernization, and Tigard Town Center Pedestrian Improvements. Fanno Creek Park Master Plan (October 24, 2002) In May of 2002, the City of Tigard voters approved a $13 million bond measure to be used for the construction of a new library. Tigard Municipal Court Hears Juvenile Crimes (September 19, 2002) Following the Council's decision to accept certain categories of juvenile offenses, the first misdemeanor cases were referred to the court by the Tigard Police Department in June, 2002. The cases referred to Tigard Municipal Court must occur within the City limits and the teens must be between 14 and 17 years old, with no prior adjudications. Public Open House to Show Improvement Plans for 121st Avenue, Walnut Street, and Sewer Systems (August 30, 2002) Design work is now under way for two proposed City of Tigard improvement projects. The SW 121st Avenue project will provide sidewalks, curbs and gutters, and storm drainage between Rose Vista Drive and Tippitt Place.
