Property Owners Request to Annex 200 Acres into the City of Tigard Proposed River Terrace Annexation
Over 80 percent of property owners in a 200-acre area south of Scholls Ferry Road and west of Bull
Mountain have requested annexation into the City of Tigard. This area is now referred to as River
Terrace because of its geographic proximity to the Tualatin River. Metro added the area to the
region's urban growth boundary in 2002 and it, along with two adjoining land parcels, was the
focus of a 2010 Washington County concept plan. The plan concluded that Tigard is the most
cost-effective provider of urban services to the area when property owners wish to obtain
urban services necessary for development. Tigard is collaborating with the City of Beaverton to annex an infrastructure right-of-way along the south side of Barrows and Scholls Ferry Roads in order to provide urban services to this area, which is not contiguous to existing city boundaries. Beaverton is scheduled to hold a hearing on July 12 to withdraw the right-of-way from its jurisdiction. Tigard City Council plans to hold a public hearing to consider the annexation applications in late August. Updates and more detailed information are available here. For the past several years, Tigard has had a neutral annexation policy, meaning that the city neither encourages nor discourages annexation. Under this policy, when a property owner requests annexation to the city, the city works with the property owner to fulfill that request. The city still follows this policy. The River Terrace Annexation petition is the largest request that the city has received since adopting a neutral annexation policy. Following annexation, Tigard will be responsible for preparing a comprehensive community plan for River Terrace and areas included in the 2010 Washington County concept plan. |
