City of Tigard Adopts Budget for Fiscal Year 2011 During a Public Hearing on June 8, 2010, the Tigard City Council adopted the city's budget for Fiscal Year 2011. This is the budget that Tigard will use from July 1, 2010 to June 30, 2011. Tigard City Manager, Craig Prosser, described this year's Budget as one of his most difficult because it represents a reduction in services. The city's operating budget of $47 million is $2 million less than 2010, representing a four percent reduction and containing a six percent reduction in full-time equivalent positions. A presentation by the city's Director of Finance and Information Services, Toby LaFrance, showed a budget which represents the conclusion of a particularly difficult process. With the downturn in the economy, Tigard's resources have flattened out. When the budget was developed for Fiscal Year 2010, the nation had entered the recession. Area experts anticipated recovery would arrive late in 2010. At that time, Tigard took actions that maintained services and allowed us to bridge to that date. "As the Fiscal Year 2011 budget was prepared, Tigard learned that the recovery is much further away and Tigard does not have the resources to maintain service levels for another two to three years without taking corrective action," stated Mr. LaFrance. In April, Tigard reduced staff by six percent and altered many of our services to match the reduction in personnel. This reduction was made in order to have a budget that will be sustainable for the next two years without any additional reductions in services. |
