The City of Tigard just completed a review of engineering services, conducted by the FCS Group consulting firm. The purpose of the review was to evaluate whether engineering services were efficient and responsive to the needs of citizens and the community. The performance review revealed that the city's Development Engineering program is among the best in the county. The city also earned praise for developing and maintaining positive working relationships with external agencies and consultants. Staff's technical skills and experience and water system projects were commended for delivering practical solutions within budget. The review also identified several areas in which the city could do better. The review recommended revising the Capital Improvement Program (CIP) process to improve project management and coordination. As a result, management of the CIP process, currently in the Community Development Department, will be transferred to the Finance and Information Services Department effective August 30, 2009. This will allow for better coordination with the city's budget process. The city will also develop a Project Management handbook to improve implementation of construction projects. Engineering Services, presently provided by two city departments, will be consolidated into one department to improve coordination of capital projects. These changes will facilitate completion of projects in the CIP plan that reflect City Council Goals and public needs and input. |
