Help Support High Capacity Transit in Tigard!
The public comment period for the High Capacity Transit System Plan closed on April 26, 2009. The build-a-system tool will remain accessible, but the related questionnaire is no longer available.

The build-a-system tool lets you compare each of the transit corridors being evaluated by the project team. The corridors could, individually or in combination, connect places within the region with high capacity transit. With this tool you can compare how each corridor performs and learn about the benefits and costs of the system you've created.

Statistics show traffic in Tigard is among the heaviest in the region, with much of this traffic headed for downtown Portland. We need your help to support high capacity transit (HCT) in Tigard.

Metro is working on a study to consider where the next 30 years of high capacity transit investments should go. High capacity transit is characterized by routes with fewer stops and some separation from regular traffic and could mean light rail, commuter rail, streetcar or buses. Metro, the agency responsible for regional planning, will complete the Regional High Capacity Transit Plan along with TriMet, the Oregon Department of Transportation, and the 25 cities and three counties in the region. The High Capacity Transit System Plan will provide the region with a prioritized set of corridors or improvements to the existing system based on planned land uses, community values and potential ridership. The plan will be adopted by the Metro Council in spring 2009 after review by community members, elected officials and technical staff from around the region.

One of the potential corridors that would affect Tigard is a High Capacity Transit corridor roughly following Oregon 99W and Barbur Boulevard from downtown Portland through Tigard and extending to the southwest. This could connect to destinations like Oregon Health Sciences University (OHSU), Hillsdale, Multnomah Village, the Barbur Transit Center, Portland Community College (PCC) Sylvania Campus, the Tigard Triangle, downtown Tigard, King City, western Tualatin, and Sherwood. It would also provide an alternative for drivers from Yamhill County and the Oregon Coast that are currently using Oregon 99W. Many of the people who currently drive 99W would have the alternative of using this new high capacity transit (light rail, rapid bus, etc.).


11 Reasons for supporting High Capacity Transit (HCT) along Hwy 99W!

  1. Congestion on Highway 99W
  2. Latent Demand on Highway 99W...ever noticed that everyone back roads around 99W? Well, this problem, known as latent demand to traffic engineers, creates livability issues in nearby neighborhoods such as speeding, etc.
  3. This 'latent demand' of thousands of people wanting to travel in the 99W corridor means thousands of potential transit users.
  4. Economic development in the Tigard Triangle could be served well by HCT
  5. Downtown redevelopment means many future riders.
  6. Redevelopment potential on 99W gives many opportunities for transformation from old car-oriented development to new transit-oriented development.
  7. Congestion on I-5 between Tigard and Portland
  8. High Capacity transit along 99W would serve OHSU, Hillsdale Town Center, Multnomah Village, PCC Sylvania, the Tigard Triangle, Downtown Tigard, the King City Town Center, and Sherwood. It would also be a great option for commuters from Newberg, McMinnville, and other areas southwest of Portland.
  9. Future development areas, such as West Bull Mountain, western Tualatin, and around Sherwood, would be well served by HCT in this corridor.
  10. It would be a great opportunity to leverage the investment in Commuter Rail - HCT would allow Wilsonville and Tualatin Commuter Rail traffic to connect much more efficiently to downtown Portland via the Tigard transit center, rather than going all the way to Beaverton and fighting congestion on MAX there.
  11. Tigard's leadership 'gets' transit and is taking steps to shape our community in ways that cooperate well with High Capacity transit.
