Tigard Planning Commission Prepares for Comprehensive Plan Update Program

At the Tigard Planning Commission’s meeting on Monday, Jan. 26, the Commission held its second work session on the Comprehensive Plan Update work program. This was the second in a series of Planning Commission meetings that will examine the elements of a Comprehensive Plan update. The meetings will result in the Planning Commission’s recommendations for the Comprehensive Plan Update work program, which will be considered by City Council by summer 2004.

The City’s Comprehensive Plan is the document through which the citizens of Tigard make choices on how land development and redevelopment should occur, and how it will be managed. During the Jan. 26 meeting, planners provided an overview of the main elements required for a plan update: public involvement; preliminary issue identification and data collection; plan update process; and plan adoption. The Commission then discussed some preliminary issues and different approaches to reach the community.

On Feb. 23 and March 29, the Commission will address its role in the update and the process’ legal requirements. The Comprehensive Plan Update also will be one of the agenda items for the Feb. 17 joint work session between the Commission and City Council. By summer 2004, the Commission is scheduled to submit recommendations on the scope of the Comprehensive Plan Update Work Program for Council review. Each of these meetings is open to any interested citizens and subject to public meeting law. Tigard’s Comprehensive Plan was first drafted in 1982, with periodic revisions to specific chapters. Each Oregon municipality is required to have a state-approved Comprehensive Plan to comply with the state land-use planning program. A work program is a description of the scope and timeline to complete a specific project.
