FY 2004-05 Capital Improvement Program Formulation Begins
The City's CIP (Capital Improvement Program) includes improvements to City streets, storm drainage, sanitary sewer, water, parks and other City facilities. The CIP formulation for Fiscal Year 2004-05 begins in December this year with a CIP overview in the "Focus on Tigard" program. This is a change from previous years. The previous process actively used the CIT (Citizen Involvement Team) meetings to present the proposed projects and receive citizen input and project nominations. The new process is more comprehensive and encompassing than the previous one. It ensures that the Planning Commission and City Council have an opportunity to comment on the proposed projects before the program is finalized for submittal through the City's budget process. In addition, citizens have more opportunities to comment on the proposed projects and to submit suggestions for additional projects.

The new CIP formulation process is outlined as follows:
  1. CIP overview in the "Focus on Tigard" program
  2. Citywide CIP meeting for public information and input (early January 2004)
  3. Planning Commission discussion and input (early February 2004)
  4. City Council discussion and input (mid-February 2004)
  5. CIP project list finalized for incorporation in the City's budget development process (March to May 2004)
  6. CIP presentations for review and approval (May-June 2004)

    • To the Planning Commission
    • To the City Council
Because the proposed Bull Mountain Annexation process is currently underway, questions have arisen regarding how Bull Mountain capital improvement projects would be incorporated into the City's CIP process. The same questions were asked during the Walnut Island annexation process several years ago. The improvements necessary within that annexed area were incorporated into the City's CIP process. Some of the projects were determined to be high priority and were quickly programmed for design and construction. The extension of Gaarde Street north to Walnut Street (completed) and the construction of Gaarde Street from Highway 99W to 121st Avenue (construction in progress) are two major projects that were implemented. Other projects include the engineering design work for Walnut Street (Tiedeman Avenue to 121st Avenue) and 121st Avenue (Gaarde Street to Walnut Street), which are basically completed and are ready for construction subject to funding availability. In much the same way, Bull Mountain projects would be integrated into the City's CIP process. Because of continuing development in Bull Mountain, improvements to Bull Mountain Road would most certainly be given high priority for design and construction.

Submittal of projects for consideration in the FY 2004-05 CIP should be in writing via email or letter by the end of January 2004. Emails should be directed to gus@tigard-or.gov, and letters should be addressed to the City Engineer. The Citywide meeting in early January 2004, the Planning Commission meeting in early February 2004, and the City Council workshop meeting in mid-February 2004 provide additional opportunities for citizen input. Early participation of citizens in the process is encouraged and would help staff to better organize a draft CIP list to be reviewed by City Council.
