Tigard Parks Division Addresses Bull Mountain Annexation Unlike the City of Tigard, Washington County has not historically collected System Development Charges (SDCs) for parks and recreation from developers. It is these charges which the City uses to finance the purchase and development of additional park and recreational areas to account for growth in the City of Tigard. As such, Washington County does not provide park and/or recreation services to the residents of Bull Mountain. The Washington County Board of Commissioners has approved a method to allow the collection of SDC’s in the Bull Mountain area to be held until annexation. Upon annexation, the fees would be released to the City of Tigard. The amount of the fee in the Bull Mountain area has not yet been establisehd by the County. While Tigard’s Park System Master Plan includes identification of park needs on Bull Mountain, funds have not been available to conduct detailed planning and land acquisition to develop parks in the area. If the unincorporated area of Bull Mountain is annexed, the City of Tigard intends to conduct a planning process aimed at updating Tigard's Park System Master Plan. Factors such as land acquisition and park development in the Bull Mountain area will be the focus of the planning process. Presently, the City of Tigard is pursuing the option of converting properties located in the Bull Mountain Area for park development purposes. Properties include the Cache Property, a city-owned 12-acre tract of land which has already been dedicated as a Nature Park. In addition, Tigard is considering the option of purchasing a portion of an adjoining 5-acre parcel of land, the Clute Property, which is currently owned by the Tigard Water District. |
