City of Tigard and Bull Mountain Unincorporated Area Boundaries Clarified If you live in the Bull Mountain area, do you know for certain if you are located in within the City Limits of Tigard, or within unincorporated Washington County? This may seem like a relatively simple question to answer, but in reality is not. Several major subdivisions were constructed and annexed into the City during the past decade. During this same time frame, small scattered areas have requested annexation and have been annexed into City. As a result of this piecemeal annexation, the City boundaries in Bull Mountain meander through the area and are not as clearcut as one would desire. In fact, some streets, such as High Tor Drive, are partially in the City and partially in unincorporated Washington County as the City boundaries cut through existing roads. One of the objectives of the proposed Bull Mountain Annexation is to annex the unincorporated Bull Mountain area within the Urban Growth Boundary into the City and create a service area that has well-defined boundaries. A well-defined service area would enhance the City's ability to provide services and plan for future improvements. In addition, consolidation of the small, irregularly-shaped unannexed areas as part of the Annexation Plan would eliminate confusion for both the residents in those areas and the service providers.
