Council Decides on Phasing Alternatives for Annexation Plan At the City Council meeting on November 4, 2003, the City Council provided direction on the preferred phasing for the Bull Mountain annexation plan. An annexation plan identifies the timing and sequence of annexation. The Bull Mountain area has been divided into 4 areas for evaluation purposes. Council was given several options, ranging from all areas being proposed for annexation at one time to one area being annexed per year over a four-year period. Staff had recommended a four-phase annexation in the following order: south, east, north and west. In making their decision, the Council reviewed the evaluation criteria from the July 2003 Public Facilities and Services Assessment Report. The evaluation criteria included: service impact (considers adjacency to City, ability to serve the area without reducing services), financial impacts (do potential taxes pay for service needs), remaining growth, proximity to new Urban Growth Expansion areas, and presence of City-owned parkland. The Council has determined that the East area should be annexed first in part because it has a smaller population and less service needs. This would give departments more time to acquire staff and equipment to serve the more populated areas. The second phase identified in the annexation plan is the South area in 2005 and the third phase is the North and West areas combined in 2006. In addition to providing time to aquire needed staff and equipment to serve areas, the east area followed by the south would create a logical extension of existing City boundaries, creating less potential confusion for service providers. The Council also felt that 4 years for complete annexation was too long and phasing the annexation of 3 years would allow Tigard to provide services sooner while also allowing departments time to prepare for full service provision. Finally, the Council determined that annexing the east and west in at the same time would provide the necessary connection to the UGB expansion areas. The annexation plan is scheduled for a public hearing on December 2nd. The staff report addressing the compliance with the City, Regional and State criteria is available at City Hall. At the December 2nd hearing, after taking public testimony, Council will determine whether to place the annexation plan on the ballot. If placed on the ballot, both registered voters in the Bull Mountain area and Tigard would vote on the proposal and make the final decision. |
