The City of Tigard Library Board consists of seven citizen members appointed by the City Council for four-year terms. Of the seven members, at least six shall reside within the Tigard City Limits and one may reside outside the City.

The Library Board has responsibility to advise the City Manager and City Council regarding library policies, budget, facilities and other needs of the community to provide quality library service. The function of the Library Board is established in the Tigard Municipal Code (2.36.030).

The Library Board typically meets the second Thursday of each month at 7:00 PM. These meetings are open to the public.
