The Knoll at Tigard
Construction is Complete
Construction is complete on The Knoll at Tigard—a 48 unit, seniors-only (55+), affordable housing
project. The 46,000 square-foot, multi-family building was developed by
Community Partners for Affordable Housing (CPAH),
which is a local non-profit that builds affordable housing throughout
Washington County and southwest Portland. The project includes a community room, library,
and outdoor spaces for the residents. Twelve of the units are reserved for veterans.
There are three other CPAH affordable housing projects within Tigard.
This is the first large scale project within the
Downtown Urban Renewal District and will help
stimulate other re-development within the Downtown. The site is located on a Tri-met bus line
and in relative proximity to the Tigard Senior Center, Tigard Public Library, and Tigard
Transit Center (which includes a stop on the WES Commuter Rail line).
The one acre site, which consisted of three single-family lots, was rezoned to be included in the Mixed Use
Central Business District.
This project will provide housing for an underserviced senior population and will enhance
the neighborhood livability by constructing public improvements including sidewalks.
The City council authorized staff to submit a request for grant funds and to utilize
City housing funds for the project. The City provided $40,000 from affordable
housing subsidy funds. In addition, Duane Roberts, Project Planner for the City of
Tigard, secured $425,000 of Community Development Block Grant (CDBG) funds for the
project's public improvements along Hall Boulevard, Hunziker Street, and Knoll Drive.
"Green Features"
- 15,000 gallon, underground cistern will collect rainwater to be used for flushing toilets in the units
- Green roof ready (not installed at this time, but can be in the future)
- Living wall at the front entry will have vines for shade in summer, let in more light to the building in
winter, and greenery year round can be enjoyed by those inside the building, in the courtyard, and passers-by
- Many building products utilize materials with recycled content
- Landscape plantings that are native or suitable for the local climate
