COFFEE TALK UPDATE (3/5/10):
This morning at the coffee talk we had Don Hanson, Chuck Woodard and
Carolyn Barkley in attendance from the downtown community.
Aaron Jones, Kodiak Pacific, gave a 2-week look ahead at the
construction schedule.
Clopton, Kodiak's subcontractor, has crews busy installing a new water line.
They have already installed the new water line in Burnham Street, from
Main Street to Ash Avenue. Looking ahead they will continue installing
the new line in Burnham Street out to Hall Boulevard. The new water
line has been installed in Ash Avenue, both north and south of Burnham
Street.
Over the next two weeks the storm sewer main work will progress. Kodiak is
working on the portion of the line in Burnham Street between Main Street
and Ash Avenue. Clopton is installing storm sewer in Burnham Street
between Ash Avenue and Hall Boulevard. The excitement yesterday was
the arrival and installation of the large storm water quality vault.
This vault is located in the new alignment of Ash Avenue, south of
Burnham Street, where the City's Annex used to be located.
The location of this vault will give you an idea of how far
over Ash Avenue is being moved. This vault holds up to 25 water
quality cartridges. This project only requires 4 cartridges,
the remaining capacity for cartridges is for future development
in the area.
Also creating some buzz was the arrival of the PGE vaults.
These vaults will be installed in the next two weeks at various
points along Burnham Street. Then, with much orchestration
by Kodiak, the utilities that you see hanging from the poles
(power, cable, phone) and other utilities that are already
underground will be corralled into the same utility trench.
Then the poles will come down and the whole look on Burnham
will change, again. One of the franchise utilities on
Burnham Street is Verizon. There facility on Burnham provides
service to most of Washington County, so coordination and no
loss of service is critical.

Ash Street Dog Park Closure
The NEW Burnham Street is under construction and dogs are being "scent" to
other dog parks starting November 1, 2009. At the completion of the project,
the community will have a New Burnham Street and an
improved Ash Street Dog Park.
During construction, please visit one of Tigard's other dog parks:
Summerlake Dog Park - Located in northwest Tigard, south of Scholls Ferry Road
and east of 135th Avenue (11450 SW Winterlake Drive). Summerlake is open daily
dawn to dusk.
Potso Dog Park - Located on Wall Street off Hunziker Street. Potso is open from
4:30 p.m. to dusk on Friday, and dawn to dusk on Saturday and Sunday.

Burnham Street Project
Construction of the long-awaited Burnham Street improvements has begun!
For years, planning has been underway to rebuild this key route connecting
residents with the Downtown between Hall Boulevard and Main Street.
Over the past two years, the city has been acquiring the necessary right-of-way,
pooling the required funds and gathering public input. The Burnham Street project
will be funded from state gasoline tax, transportation impact fees, and some
urban renewal funds.
Project Schedule
Construction is underway! Access to area businesses will be maintained throughout
construction. The City of Tigard will notify area businesses and
property owners in advance about lane closures, detours and other
temporary disruptions.
Project Design
This will be Tigard’s first “Green Streets” project. One of the “green”
amenities is the use of stormwater treatment planters. Plans call for
widening and reconstructing the roadway and adding on-street parking.
Pedestrian-friendly features include sidewalks, benches, new street
lights, street trees and landscaped gateways.
The Burnham Street project will also:
- Spur future development in the Downtown;
- Connect Ash Street to the Commuter Rail Park & Ride;
- Improve a segment of Ash Street that adjoins Burnham;
- Improve access to the Fanno Creek Park and trail system;
- Open new development sites for jobs, housing and other new uses.
