Vision for Tomorrow

History of Tigard's Vision for Tomorrow
An important exercise for a community to undertake is to envision its future and then set goals to get there. In 1997, a group of residents, business owners, government professionals, and community group leaders volunteered to come together and do just that for the City of Tigard. The result was a community vision statement that outlined the desired future. It is as follows:
  • We, as citizens of the Tigard community, are committed to shaping the community’s future in agreement with the direction given through this on-going vision process. This process relies on citizen involvement and participation, and coordinated actions by the community’s decision-makers.

  • Tigard is a safe, dynamic community supported by coordinated and efficient public services. Funding for services is stable and recipients pay their share.

  • Citizens are educated about how to access public services and understand their responsibility to participate as members of the community.

  • There are a variety of opportunities for citizens of all ages to access education programs for life-long learning. Our community recognizes and accepts the responsibility each citizen has in promoting and supporting quality education.

  • Small and local businesses thrive. Business owners are involved and take responsibility for the impacts their businesses have on the community.

  • A community value "to respect open spaces and natural features" encourages access to these by our citizens. Many leisure time and recreational opportunities are available for our community.

  • All of these elements work together to promote and protect Tigard’s individual identity and quality of life.

This group of community volunteers has also been instrumental in identifying action themes, and projects to achieve the future described in the vision statement. This process has been an important part of the Tigard community for the past 10 years, and to ensure the community's vision is not overlooked, it will soon be folded into the Tigard Comprehensive Plan update. The Comprehensive Plan update process takes the vision one step further by formalizing these efforts as the City's goals and policies. By converting the vision into goals, policies and action measures, the vision will continue to guide the shape of the City and its daily business, but with the added impact of the Comprehensive Plan. Most importantly, the Comprehensive Plan collects the City's vision, goals, policies and action measures into one, key document that provides a consistent and clear policy framework for the community, Council and staff.
