Parks Update 2012
The voter-approved $17 million park bond for acquisition and development is being put to good use. The citizen-led Park and Recreation Advisory Board (PRAB) recommended the acquisition of three properties when the bond measure was passed: the 48-acre Summer Creek property near Fowler Middle School, the 20-acre Sunrise property on north Bull Mountain, and the 2.6 acre Potso Dog Park near downtown.

All bond funds must be spent within three years of issuance, so we have until February 2014 to complete potential park acquisitions or improvements. In May, 2011, the PRAB began evaluating more potential park sites. The board provided a prioritized list of property recommendations that was given to the Council in September. The hope is to start purchase proceedings on more park properties before the end of 2011, or early in 2012. The PRAB is also working on preliminary planning for park improvements to determine what can be accomplished with bond dollars.

The city hired a consultant skilled in property acquisition and park development to manage property appraisals, negotiations and purchases, environmental testing, land use regulations, project management, public information and grant research. The consultant will work closely with city staff and the PRAB to get the most out of your bond dollars.

    PROGRAM MILESTONES
    February 16, 2012

    The following list identifies the major milestones completed for the parks bond program.
    • Completed acquisitions of Summer Creek, Sunrise and Potso properties — adding over 70 acres to the city's parkland inventory and leveraging bond resources with $2.5 million of grant contributions to the program.
    • Prepared Project Charters for East Butte Heritage, Jack Park, Fanno Creek House and the Summer Creek property to define project scopes, milestones and site conditions and constraints affecting design and permitting.
    • Initiated park design and land use planning on East Butte Heritage Park, Jack Park and the Fanno Creek House.
    • Submitted the conditional use permit land use application package for East Butte Heritage Park to city planning for review.
    • Initiated park master plan design on the Summer Creek (Fowler) property; completed topographic survey and wetland delineation work for the developable areas of the property.
    UPCOMING ACTIVITIES
    The following represent upcoming activities crucial to the implementation of the parks bond program:
    • Continue due diligence and negotiations on the program's priority acquisitions projects.
    • Proceed with land use permit review for East Butte Heritage Park.

    • Fanno Creek House.
    • Proceed with site master planning and land use permitting for Jack Park.
    • Proceed with master planning and public engagement for the Summer Creek property.

    The citizen-led Park and Recreation Advisory Board (PRAB) meets at 7 p.m. on the second Monday of each month and citizen input is welcomed.


    Bond Measure Resources
    Qualified Firms:
    The City of Tigard published a request for qualified professional firms to help with services that will be needed to complete the bond measure acquisitions and development. There are presently almost 60 firms that responded, offering a wide range of services from appraisals to civil engineering. The list of qualified firms will be used to pick a short list of qualified bidders for specific projects as their unique services are needed.
