Water Rates and Information

Tigard Water Service Area Customer Water Bill Calculator

Use this calculator tool to estimate your monthly water charges. Disclaimer: This is for estimating purposes only and may not provide all of the information contained on a customer bill or be precisely accurate.

To use the calculator, select (using the buttons below) your service type, meter size, and whether booster charges apply. Then, type in a quantity of water use in the box provided. You can insert an amount either identified on your bill or an amount that you anticipate using. This quantity is in CCF (100 cubic feet volume of water or 748 gallons).

At the bottom, the customer charge, booster charge, and usage charge will be calculated to provide the total per month cost. As a reminder, this is only for the water portion of your bill. Other charges (Sewer, Storm Water Management, Street Maintenance, etc.) may apply for City services dependent on your location.

Need help? If you have a question about your current bill, contact the Utility Billing office at 503-718-2460.

Financial Aid for Water Bill
If you receive your water bill from the City of Tigard and are struggling to pay it, you may qualify for emergency assistance. Assistance is available to individuals and families within the Tigard Water Service Area. It is not available to multi-family, commercial or industrial businesses.

The city partners with St. Vincent de Paul to provide financial assistance under certain circumstances. Citizens who demonstrate a financial need may receive assistance with the water portion of their bill (up to three times a year) provided they can pay the other portions of the utility bill. That includes charges for sewer, stormwater, and street maintenance fees that may be billed on the same bill.

Eligibility is determined by St. Vincent de Paul using the U.S. Department of Housing and Urban Development income criteria for utility assistance.

For more information on this program, contact the local St. Vincent de Paul office at 503-684-8280. The agency uses an automated answering system, but promises to return calls within one business day.

IMPORTANT NOTICE: New Water Rates Take Effect January 1, 2014

Effective January 1, 2014, Tigard's water customer charge and water usage charge will increase by 14 percent. Booster pump charges, where applicable, will increase by 6 percent. Rate increases apply to all water customers, including non-residential customers.

These increases only apply to the water service portion of your Tigard utility bill. Other fees and charges (related to stormwater, sewer, etc.) may be included in your bill; these charges are not affected by this rate increase.

The average residential customer can expect water charges to increase by $5 to $8 per month. Monthly residential water charges consist of:
  • A fixed customer charge is based on the size of the customer's water meter. The fixed charge is the price that all customers pay, regardless of how much water they use.

For the typical, single-family, residential customer with a 5/8-inch water meter, the fixed charge is $23.38.

  • The water usage charge is based on the amount of water used. Water usage is measured in hundreds of cubic feet (CCF). One CCF equals 748 gallons. The price per CCF is divided into tiers and increases as usage reaches the second and third tier.

Tiered rates for the average, single-family, residential customer are as follows:
Tier Number of CCFs Consumed Price Per CCF
Tier 1  1 to 6 CCFs * $3.02
Tier 2 7 to 15 CCFs * $4.42
Tier 3 16 or more CCFs * $5.05
* 1 CCF = 100 cubic feet or 748 gallons.

An example—if a customer uses 8 CCFs, his water usage charge would be $26.96, or 6 CCFs at $3.02 ($18.12) plus 2 CCFs at $4.42 ($8.84).
A booster pump charge is assessed to customers who reside in higher elevation zones and is based on the size of the customer's water meter. This charge recovers the additional costs of energy and pump capacity necessary to move water to a higher elevation.

For the typical, single-family, residential customer with a 5/8-inch water meter, the booster pump charge is $4.86.

For more information about water rates, contact Interim Assistant Public Works Director John Goodrich at 503-718-2609.
