WaterSense Reimbursement Program Eligibility and Requirements

  • Applicants must be residential water customers in the Tigard Water Service Area with a current water account in good standing. For questions concerning the status of your account, please call utility billing at 503-639-4171.
  • The toilet you purchase must be WaterSense certified. For a complete list of eligible toilets, visit: www.epa.gov/watersense
  • The toilet must be purchased between July 1, 2009 and June 30, 2010. Toilets purchased prior to July 1, 2009 or later than June 30, 2010 will not be eligible for a reimbursement.
  • A copy of the dated sales receipt (or invoice) that shows the customer's name and specifies the toilet brand/model will be required. The toilet brand/model shown on the receipt must match the eligible model list exactly. Tank and bowl numbers cannot be mixed and matched from different models — they have been tested in specific combinations for performance and efficiency.
  • You must recycle your old toilet. There are two recycling options:
    1. Environmentally Conscious Recycling (ECR)- Be sure to request a ticket from ECR to submit with application. ECR is located at 12409 NE San Rafael, Portland, OR 97230. They can be reached at 503-253-0867 or ecr@ecrrecycling.com. Please contact ECR for questions regarding pricing.
    2. Toilet Roundup Event- Be sure to request a receipt to submit with the application. Questions concerning the next Roundup, please contact 503-718-2599. This event is sponsored by the City of Tigard and Tualatin Valley Water District and is free to all participants.
  • The new toilet must be installed at the property associated with your Tigard Water Service Area account.
  • Each toilet purchased will be eligible for a $75 reimbursement (limit 2 toilet reimbursements per account).
  • Reimbursements are available on a first-come, first-served basis. The program will end when funds are depleted or no later than June 30, 2010.
  • To be considered for a reimbursement, the following 3 items must be received by the City of Tigard no later than June 30, 2010:
    1. WaterSense Reimbursement Form (completed and signed)
    2. Toilet Sales Receipt or Invoice (original or a copy)
    3. Scale Ticket from ECR or receipt from a Toilet Roundup (original or a copy)

  • WaterSense Reimbursement Forms that are incomplete, lacking required documents, or missing a signature will be returned.
  • WaterSense Reimbursement Forms and/or documents received after June 30, 2010 will not be processed. The City of Tigard is not responsible for items lost or delayed in the mail.
  • Upon approval, your water bill will be credited within 4–6 weeks.
