Tigard Awarded Federal Stimulus Dollars

Tigard will be awarded about $1.3 million in Federal stimulus funds from the
American Recovery and Reinvestment Act (ARRA) through the State of Oregon and
Metro regional government.
Over $1.1 million of the funding will be used for pavement preservation
and major street maintenance
overlays meant to preserve and extend the life of the following streets:

This type of stimulus funding is limited to arterials and collectors (the City’s busy streets), and these streets were chosen for paving because their pavement has deteriorated to the level at which we can make best use of the funding.
Paving is planned for Spring 2010. We plan to keep the roads open during preparation work and
paving, though there may be long traffic delays on paving days. Signs will be posted
advising drivers when to expect delays, so drivers can choose alternate routes.
Project Schedule: W&H Pacific is expecting to complete the design December 2009.
Pavement overlay is scheduled to begin spring 2010.

Small-Fix Congestion Solutions
Tigard is also slated to receive $160,000 for small-fix congestion solutions.
These are smaller projects at key locations that can help traffic move better without having
to widen roads or do major construction.
Signal Left Turn Flashing Yellow Arrows ($80,000)
This grant money will be used to convert "turn on green arrow only" signals to "turns allowed
on flashing yellow arrow" at several intersections on city streets and state
highways in Tigard. This is part of a larger Washington County project.
Project Schedule: Washington County
placed the project out to bid on October 27, 2009, with
installation scheduled for this winter and spring 2010.
Signal Detection Conversion to Video ($80,000)
This grant money will be used for converting several signals from an inductive
loop vehicle detection system to a video vehicle detection system. This allows
easier lane reconfiguration for improved traffic efficiency. The signal
detection conversion project is part of a larger Washington County project.
The number of intersections completed will be based on funding received.
The actual funding will be from leftover transportation stimulus funds in
Washington County.
Project Schedule: Washington County is expecting to complete
the design in December 2009. Construction is scheduled to begin spring 2010.

10MG Reservoir Improvements and Transfer Pump Station ($4,796,000)
The grant money will be used to repair and retrofit the existing ten-million gallon
terminal reservoir, abandon the exiting pump station, construct a new pump station,
install backup power generation to the new pump station and to the existing Aquifer
Storage and Recovery Well, and construct site improvements. The project is funded
with Federal Funds from the American Recovery and Reinvestment Act ($2,398,000)
and through the Safe Drinking Water Revolving Loan Fund ($2,398,000).
Project Schedule: Design is 100% complete. The project will
be bid out November 2009. Construction is scheduled to start February 2010
and be completed summer 2011.

Permit Center Roof ($230,500)
This grant money will be used to replace the existing roof with a new Energy Star
compliant roof. The new roof system will have an R-Value of 20.5. It will result
in a 13% reduction in energy use (approximately 1,003 therms per year or 20,060
therms over the 20+ life of the new roof). This is a reduction in green house
gas emissions of 5 metric tons of CO2 annually or 100 metric tons of CO2 over
the life of the roof.
Project Schedule: Design will be
complete November 2009. The project will be bid out January 2010. Construction
will start when weather allows, in the spring 2010.
