Pavement Major Maintenance Program 2008-09

The City has been active in implementing the yearly Pavement Major Maintenance Program of corrective and preventative maintenance on streets in Tigard. The program, which includes rehabilitation alternative, performs the following: 1) restores the wearing course and thereby protects the pavement's structural integrity, 2) reconstructs the structural section on those streets that require total replacement of structural section, 3) improves ride ability, and 4) enhances traffic safety. Through this program, the City is able to perform timely maintenance on City streets to avoid the much more costly reconstruction costs that result when streets are allowed to significantly deteriorate. Streets scheduled to be included in this year' program are at various locations through the City.

The streets to be rehabilitated are selected to conform to the funding availability. Those that need rehabilitation, but cannot be performed in the current fiscal year, will be moved to the next fiscal year. The Gas Tax fund will provide funding for improvements of the area outside the existing edge of pavement if needed. Rehabilitation of the streets, including reconstruction if necessary within the existing edges of pavement will be funded through the Street Maintenance Fee Fund.

Two of the most effective and economical rehabilitative treatments to extend the life of existing pavements are slurry seals and pavement overlays (paving). Slurry seal treatments seal raveled pavement and fill minor cracks while restoring the aesthetic appearance of a local street. Pavement overlays are applied for maintenance of streets that have serious pavement failure due to large traffic volumes and/or lack of rock support underneath the pavement.

This year's pavement maintenance program is divided into three phases: Phases I and III are the installation of pavement overlay and slurry seal, respectively, on various streets; and Phase II is the replacement of the pavement surface and road base of 79th Ave. Following are the streets included under each phase.

Phase I: Overlay (paving)
  • 87th Ave (north of Pinebrook St to end)

  • 88th Ave (north of Pinebrook St to end)

  • 89th Ave (north & South of Pinebrook St)

  • 92nd Ave (View Terrace to Inez St)

  • 93rd Ave (Inez St to McDonald St)

  • 94th Ct (south of View Terrace to end)

  • Ashford Loop (From 79th Ave to the end of the Cul-de-sac)

  • Elrose Ct (East of 93rd Ave to end)

  • Mountain View Lane (150' east of View Terrace to end)

  • Pinebrook Ct (west of 89th Ave)

  • Pinebrook St (89th Ave to Hall Blvd)

  • View Terrace (110' west of 94th Ct to 92nd Ave)

  • Walnut St (Benish to Barrows Rd)

Traffic delays are anticipated during the extended paving period. All vehicles will need to be removed from the street prior to paving. A two-week advance notice will be mailed to area residents, and business on, or near, the paving sites at the affected streets. A 48-hour notice will be distributed to properties within the work zone. Walnut Street will be paved between 9:00 AM and 3:30 PM. All other streets will be paved anytime between 7:00 AM and 7:00 PM. Once streets have been paved and barricades removed, motorist will be able to drive on the new pavement.

Project Status
The installation of overlay is complete. The contractor will provide permanent striping on Walnut Street by the end of August.

Phase II: Replacement of pavement surface and road base
  • 79th Ave from Bond to Ashford reconstruction includes a five-foot shoulder on each side of the street and installation of a new storm drainage and water system.

Project Status
Work will begin at the end of September and is scheduled to be completed by the end of November. Traffic delays are anticipated during construction. All work will be done during the day.

Phase III: Slurry Seal
  • 86th & 87th Ct (north of Inez St)
  • 88th & 90th Ave (off of Greensward Lane)
  • 91st Ave (north of Pinebrook St)
  • 92nd Ave Sattler to Inez St)
  • Greensward Lane (90th to Hall Blvd)
  • Heidi, Leslie & Dawn Ct (off of 92nd Ave)
  • Inez St (97th to Hall Blvd)
  • Pinebrook St (92nd to 89th Ave)
  • View Terrace (at the corner west of 94th Ct)

Streets will be closed during the application of slurry seal. An informational brochure will be distributed approximately two weeks prior to commencement of work. A 48-hour notice will be distributed to properties within the work zone. The application and curing process will take up to 6 hours between the hours of 7:00 AM and 7:00 PM.

"NO PARKING" signs will be up the day before placement of the sealant. Tire tracks on wet slurry will leave permanent marks. All vehicles should be removed from streets and pets should be kept indoors on the date of slurry seal application. Traffic will be allowed only after the slurry seal has dried and barricades have been removed by the contractor.

Project Status
Slurry seal work has been done. The city is working with the contractor on the punch list items.
