Fanno Creek Trail Boardwalk and Pedestrian Bridge

We are going to make the trip from Hall Boulevard to the Tigard Public Library faster and safer! It is anticipated that beginning February 2010, Tigard residents will have a new way to travel safely between City Hall and the Tigard Public Library and Fanno trail users will be able to walk continuously for nearly a mile from Main Street to Fanno Creek Place.

The new trail will begin from the east side of Hall Boulevard, then southward to just north of Fanno Creek. A timber pedestrian bridge will be installed to connect this new segment to the existing trail behind the Library.

To minimize potential negative impact to the wildlife habitat, the trail's alignment is confined to the southwest corner of the open field north of Fanno Creek and rather than a paved path, an elevated pathway will be installed for the trail.

A new crosswalk light will be installed on Hall Boulevard under a separate contract at approximately the same time with the Trail and Bridge project to provide safe crossing for pedestrians and to connect the existing trail from the west side of Hall Boulevard to the new trail on the east.

Both projects promote the ongoing efforts of the City to enhance public safety through off-street pathways while ensuring habitat-friendly development.

This project will be funded through Washington County's MSTIP 3 Bike/Pedestrian fund and local funds.

Tom Woodruff, Tigard City Council Member from 2/04 to 12/08 New Bridge to Honor Former City Councilor Tom Woodruff
The new pedestrian bridge has been named "Woodruff Bridge" in honor of Tom Woodruff who served on the Tigard City Council from February 2004 to December 2008. The bridge is a fitting tribute to Councilor Woodruff who was devoted to connecting citizens to the local government.

Mr. Woodruff served as the Tigard Council representative to the Parks and Recreation board, the Metropolitan Area Communications Commission, the Willamette River Water Coalition and the Water Consortium. He also served as the Council liaison to the citizen's Tigard Beyond Tomorrow Task Force and as the liaison during the negotiations of the Tigard/Lake Oswego Water Partnership Intergovernmental Agreement.

Project Status: November 19, 2009
Below is the status of various components that make up the project:

  • Bridge - The new Woodruff Bridge has been installed except for the cable railing. Barricades have been placed across the bridge, at both ends, to prohibit public access to the job site.


  • Pavement widening on the east side of Hall Boulevard - The widening is immediately north of the existing vehicular bridge, and is approximately 220 feet long by 9.5 feet wide. Gravel has been placed and is being compacted. The widening is scheduled to be paved by November 27, 2009.


  • Wheelchair ramps on both sides of the street - Will be installed by November 27, 2009.


  • Curb and sidewalk on the east side - Curb has been installed. Concrete sidewalk is ready to be poured, following the paving for the widening.


  • Boardwalk - Final Shop drawings have been submitted to the City, and a permit is expected to be issued next week. Installation of the boardwalk is planned to be finished before Christmas 2009.


  • Landscape enhancement and planting restoration - Plants and shrubs will be planted after completion of the boardwalk, contingent upon the weather. The contractor is required to provide a planting maintenance period of 2 years after completion of the construction.
