Draft Tigard 2035 Transportation System Plan
Download the Draft TSP here. City staff and the consultant team have completed the work to update
the City's TSP.
Information found in the project memos and
reports have been compiled into a complete document that provides
answers for current and future transportation needs and also
acts as a blueprint for transportation investment in the community.
The legislative process to adopt the updated TSP will begin
Spring 2010. Check back to get specific dates for Planning
Commission and City Council meetings.

Project Overview
The TSP is an important planning tool for the City as it is a component of the City's
Comprehensive Plan and helps the community prepare for future growth in Tigard and the region.
The TSP also ensures the vision for the transportation system meets community needs,
communicates the City's aspirations, and conforms to state and regional policies.
An effective TSP will provide:
- A blueprint for transportation investment;
- A coordination tool with regional and agencies local jurisdictions;
- An important component of prudent and effective land use choices;
- A means to prepare for future growth in Tigard and the region; and
- Answers to existing and future transportation needs related to bicycles, pedestrians, transit, vehicles, freight, and rail.
The City worked with a consultant team throughout the process to update the TSP.
The process used the typical steps for updating a TSP: review of transportation
goals and policies, identification of existing and anticipated needs and
deficiencies of the transportation system, and strategies and projects
developed to address them. Recommendations to improve the system include
strategies to manage operations and travel demand, and new facilities to
improve capacity and connectivity for all modes of travel.
All materials were reviewed during three meetings by a City Council appointed
Citizen Advisory Committee and a Technical Advisory Committee comprised of
representatives from the City's regional partners and adjacent jurisdictions.
There were also two public forums conducted during the process to solicit
community feedback on the system needs and anticipated solutions. Project
