Washington Square Regional Center Plan

In February 2000 the Tigard City Council approved the Washington Square Regional Center Plan (available for downloading here) and the related Comprehensive Plan and Zoning Code amendments. However, Council delayed enactment of these policies and standards until a number of transportation, natural resource, stormwater, and parks and open space issues were addressed in Phase II, the implementation plan.

Buildings near Washington Square To examine these issues, the Task Force members—residents, business and property owners, professionals, interest groups, local jurisdictions, and government agencies— worked from December 2000 to July 2001 with City staff and consultants. During that time, the Task Force and its four Technical Advisory Subcommittees (TASes) on transportation, parks and open space, stormwater and natural resources evaluated the Plan’s proposals. Using technical analysis and incorporating public comment from two public events, the subcommittees and the Task Force further refined the Plan and provided strategies for making the Plan’s goals a reality. These findings and recommendations are incorporated in the Summary Report, endorsed by the Task Force on July 25, 2001, and they are based on the work of the Task Force, Technical Subcommittees, staff and consulting team, and consultation with the public. Key Findings
Key findings of the report are as follows:
  1. All of the Plan’s elements are feasible; there are no "fatal flaws";
  2. The infrastructure projects cited in the Plan are needed regardless of the Plan;
  3. Funding mechanisms are critical; and there are several options to pursue.
Washington Square Transit Center The report also includes recommendations for both short-term and long-term implementation strategies for stormwater, transportation, natural resources, parks and open space in the Washington Square area. It presents options for financing the improvements presented in the Plan, and recognizes the multi-jurisdictional nature of the plan district.

In addition to its endorsement of Summary Report, the Task Force recommended that the cities of Tigard and Beaverton, and Washington County take immediate steps to implement the Washington Square Regional Center Plan, and initiate actions to carry out the report’s recommendations.

The City is grateful to the Task Force and Technical Advisory Subcommittee members for the countless hours they dedicated to this important project. This project could not have been accomplished without the involvement of our citizens.

The full report was forwarded to the Tigard City Council and the Planning Commission, who held a joint work session on August 21, 2001, to hear the Task Force’s conclusions and recommendations. The Planning Commission held a hearing on December 3, 2001 and Tigard City Council held a hearing on January 22, 2002 to consider the proposed Development Code and Comprehensive Plan amendments.

City Council closed the hearing on the implementation of the Washington Square Regional Center Plan and amendments to the Development Code and Comprehensive plan at the January 22, 2002 City Council meeting and formally accepted the Implementation Plan on February 26, 2002. This allowed for the implementation of the previously adopted Plan and amendments to the Development Code and Comprehensive Plan. Since that time, the City has been developing programs for implementation. At the November 26, 2002 City Council Meeting, Council formally adopted the funding strategy which provided a program and strategy for funding of identified improvements in the Washington Square Regional Center.
