River Terrace Annexation

River Terrace Annexation
Annexation Request
Annexation is the process by which land is brought into the city limits. Over 80 percent of property owners in the 200-acre area south of Scholls Ferry Road and west of Bull Mountain requested annexation to the City of Tigard (see map). This area is now referred to as River Terrace due to its geographic proximity to the Tualatin River. The owners wish to obtain urban services necessary for development of their property. Services can be provided by the City of Tigard; however these services are only available to properties within city boundaries.

Tigard's Annexation Policy
For the past several years Tigard has had a neutral annexation policy, meaning that the city neither encourages nor discourages annexation. Under this policy, when a property owner requests annexation to the city, we work with the property owner to fulfill that request. The city is following this policy. Small, owner-initiated annexations involving only a few properties have occurred in the past, but the River Terrace Annexation petition is the largest request that the city has received since adopting the neutral annexation policy.

Process
Annexations requested by the property owners such as River Terrace, require a public hearing before the Tigard City Council. City staff reviews all applications to ensure city, state, and Metro requirements are met. A public hearing on the River Terrace annexation was held on August 23, 2011. The City Council voted unanimously to approve the annexation request (Ordinance 11-07). The annexation will become final on September 30, 2011.

River Terrace is not adjacent to the city. The city has been working with River Terrace property owners and the City of Beaverton to establish a utility and services corridor along old Barrows Road and Scholls Ferry Road rights-of-way (which does not include any privately-held properties) to connect Tigard with the River Terrace annexation area. Portions of the Barrows and Scholls Ferry Road right-of-ways are currently within Beaverton's city boundary. Withdrawing those areas from the City of Beaverton and annexing them to the City of Tigard was part of this process.

After Annexation
Development of the area will not begin immediately following annexation. A detailed plan for what uses are allowed (zoning), utilities and transportation, natural resource protection, parks and open space, and infrastructure financing must be adopted. This is known as a community plan. Tigard will be responsible for preparing a community plan for the River Terrace vicinity (see map). Washington County completed a concept plan for this same area in December 2010. This concept plan established the broad vision and blueprint for developing a future community in this area. The vision includes a series of neighborhoods with a mix of residential housing densities and amenities such as parks and open spaces. The plan also calls for street connectivity and development compatible with existing nearby residential neighborhoods.

Meeting Updates:
August 23—Tigard City Council
Outcome: Tigard City Council voted unanimously to approve the River Terrace annexation (Ordinance 11-07). The effective date is September 30, 2011.

July 12— Beaverton City Council
Outcome: On July 12, 2011 the Beaverton City Council conducted a public hearing and passed a resolution declaring the intent of the Council to change the boundaries of the city by withdrawal of territory (ANX2011-0004 Barrows/Scholls Right-of-Way Withdrawal). The Council set the date of a second, and final, public hearing for August 9, 2011 at the regularly scheduled City Council Meeting for final consideration on the matter.

July 14Citizen Participation Organization 4B Meeting
Outcome: On July 14, 2011 City Manager Craig Prosser presented the property-initiated annexation request to the CPO 4B members. The presentation included the details of the application, next steps in the annexation process, and a discussion on the community planning process for the area that will begin in 2012.

August 9 and August 16— Beaverton City Council
Outcome: The Beaverton City Council voted unanimously in favor of withdrawal of the Barrows Road territory following the August 9 public hearing. A final reading of the ordinance occurred on August 16. The effective date is September 30, 2011 to coincide with the adopted City of Tigard River Terrace annexation ordinance.
