Metro was created after voters in the region
elected a regional government to address issues of regional significance in the
Tri-County area. It is enabled by state law and was accepted by the Oregon
Legislature in 1977. The voters also adopted a Metro Charter in 1992 which
describes responsibilities for the Agency including the development of a
regional plan for the metropolitan area. Metro is responsible for the regional
planning aspects of transportation, land use, the Metropolitan Urban Growth
Boundary and regional parks and open space.
The 2040 Plan is a region wide attempt to
anticipate the arrival of an additional 451,000 people that are expected to be
living in the area by the year 2015. Tigard is projected to accommodate over
15,000 of those people, bringing the City's population to over 50,000.
Approximately two-thirds of the growth will result from people moving into the
region.
The City of Tigard is obligated to revise our
codes and ordinances as necessary to provide the opportunity for increased
growth. Along with providing for new increased population, we are also required
to look at our street systems and other infrastructure to ensure that we will be
ready for new Tigard residents.
As we revise our codes and ordinances to provide
for increased growth, we will hold public hearings before our Planning
Commission and City Council to provide an opportunity for public
comment.
