Development Engineering is responsible for ensuring all private development projects
constructed within the City and within the Urban Services
Boundary (USB) meet the provisions of the Tigard
Community Development Code, the City's Public
Improvement Design Standards and other local and state regulations.
Primary Services
Land Use Application Review
Pre-application meetings are required prior to application for a land use approval. Information
regarding the development process and potential conditions of approval are provided by both the
Planning Division and
Engineering Division. Land use applications are routed to various departments for comment;
Development Engineering provides recommended conditions of approval related to the
improvement of public streets, sanitary sewer, storm drainage and water utilities.
Public Improvement Design Review and Inspection
The Tigard Municipal Code requires that any work performed in the public right-of-way (ROW) or
public easement be covered by a permit issued by the City Engineer. The Engineering Department
issues a Public Facility Improvement (PFI) Permit for that work. A PFI
Permit application with information about the site location, estimated cost of the work and
a drawing of work area that will be affected must be submitted to the Engineering Department
for review and approval prior to commencement of the work.
For relatively minor work, such as sanitary sewer or storm drainage main line taps, driveway
construction or repair, and sidewalk construction, the applicant is not required to have a
professional engineer prepare the drawing. Staff will usually visit the site to determine if
there are other issues to consider, such as utility pole locations, mailbox locations, or other
issues that would affect the proposed work or compliance with the City's codes. Revisions may be
necessary in order to meet various codes. Once these issues have been addressed, Staff will put
together a permit package, which often includes additional standard details from the City's
Public Improvement Design Standards manual to
ensure the applicant installs the improvements per City standards. Review of permits for minor
work in the ROW will take from three to five working days.
More extensive work, such as street widening, subdivision infrastructure, main utility line extensions
(sanitary sewer, storm drainage or water) requires an applicant to hire a professional civil engineer
to prepare construction drawings that meet the specifications of the
Public Improvement Design Standards. The City must
also review calculations for proposed storm drainage and sanitary sewer improvements. If the site is
on steep terrain, where significant cuts and fills are expected, the applicant is also required to
submit a geotechnical engineer's report that will contain recommendations for how the site should be
graded. Staff then takes approximately five weeks to review the materials. This time allows for other
agencies, such as Clean Water Services (CWS),
franchise utility companies and other City departments, to review the plans and submit written comments
to Staff. Once comments are received, Staff prepares a "redline" that is returned to the design engineer
for correction. This plan review process will continue until the design engineer has adequately revised
the plans.
The permit fee is a flat fee of five percent of the Estimated
Cost of the Public Improvement. A minimum, non-refundable fee in the amount of $300.00 is
required upon submittal of the PFI permit application. The balance of the fee is due
prior to the release of the first red line set of plans.
On larger projects with engineered plans, once the plans have been deemed sufficient for permitting,
permit documents are prepared including a Developer-Engineer Agreement and three types of performance
assurances (only one of which need be executed and returned). Subdivisions require an additional
Compliance Agreement to be executed. Performance assurances are required to have a value equal to
100% of the value of the work in the right-of-way or public easement. On subdivisions, the performance
assurance will also cover the onsite grading and any private street construction. Staff sends the
prepared documents to the applicant for signature and once the documents are returned along with the
permit fee, Staff will conduct a pre-construction meeting with the applicant, contractor and design
engineer. The purpose of the meeting is for Staff to inform the parties of specific construction
regulations and policies. Once the meeting is completed, Staff issues the approved plans to the
applicant and construction may begin. After the work is completed, the project is placed on a
one-year maintenance period. Staff will monitor the project through this one-year maintenance period
and ensure that the applicant completes any warranty repairs before the maintenance assurance is released.
There are some activities in the ROW that are exempted from a permit fee
and performance assurance. These activities include: sidewalk repair (less than 20 lineal feet); driveway
repair; relocation or replacement of mailboxes; ditch cleaning that does not involve regrading; weep
hole repair; curb repair or replacement (less than 20 lineal feet); lawn sprinkler system installation
or repair; street tree pruning or planting; planter strip landscape maintenance; and test wells. Additional
exemptions may be granted upon written request, subject to review and approval by the City Engineer.
Addressing
Staff is responsible for assigning addresses to new projects or to parcels previously not addressed, then
preparing address maps, mailing notices to utility companies and emergency service providers and updating
the main City address maps. Staff must follow strict criteria set by Washington County and adopted as
City policy when creating addresses for a project. Please submit your addressing questions or comments
