Noise Is Best Quieted Amongst Friends

When relaxing in the summertime sunshine, bouncing balls, splashing pools, laughter, and other typical ambient neighborhood noises flooding through open windows can sometimes seem like a problem.

The best first step is to talk to your neighbors. They may not even be aware there is a problem. Try to work it out together to maintain neighborhood harmony.

If you are unable to reach agreement, you may try the free mediation service, available to Tigard citizens and paid for entirely by the City. Trained mediators run the mediation program and have experience in neighbor disputes and many other issues. The mediators will often do all negations by phone for the convenience of both parties, and have been largely successful in alleviating tensions and solving issues. The mediation service can be reached by calling 503-526-2523.

Another alternative, if no solution seems in sight, is to find out if the complaint is a violation of City code. On noise disturbances, if the action does fit the code definitions, two separate parties from different affected households will need to place a written complaint. The violator will be sent a correction notification outlining the issue and their responsibility to remedy it. The City will have little way to monitor compliance in this type of matter, so if the problem continues, the complaining neighbors will need to be prepared to document and report the incidents further. Also, if court action is required, they will both need to personally testify in court.

Severe action of this type usually drives a permanent wedge between neighbors, which can also result in retaliatory complaints and lower quality of neighborhood living. Be aware that the complainant is always at risk of similar action. If your family plays in the outdoor pool but you complain about the noise of the basketball game in your neighbor's driveway, you may receive the same treatment. Or if you complain about the birthday party next door but you listen to your favorite tunes while cleaning the house, a complaint may be lodged against you.

Always try to work out problems with neighbors first. You may all be happier for the effort.
