What Municipal Codes Mean To You

Municipal Code books The City of Tigard, like other cities, has established local city laws. These "municipal codes" apply to a jurisdiction's area, such as within the Tigard City. Municipal Codes provide for the governing of the City. Regulations pertain to how a development is planned, what activities can be conducted in certain zones, how services are provided and what are offenses to the public. Specific examples include building codes, parking codes, the amount and schedule for business licenses, franchise agreements and terms for utilities, court procedures, park regulations and operations, sign regulations, nuisances, and civil proceedings.

What some may not realize is that these local laws are enforced like criminal and traffic laws are. In the same way that a police officer may issue you a court citation or "ticket" for speeding, code enforcement, community service, and building enforcement officers may also issue court citations upon finding a violation of the Tigard Municipal Code. Most civil codes are considered Class One violations, with potential fines of $250.00 each, per day. Fines for repeat violations then increase up to four times their original amount.

What are some of the most common violations you can avoid?
  1. Noxious vegetation – allowing your grass or weeds to get over 10" tall
  2. Storing RV's, boats, or trailers on the street
  3. Leaving garbage outside, (and not in your garbage can).
  4. Keeping household items outside, like indoor furniture and appliances.
  5. Accumulating "junk" outside, like vehicle parts and other miscellaneous items that belong in the trash or the shed.
  6. Posting illegal signs.
  7. Using the sidewalk or street as storage for toys, landscaping materials, basketball hoops, etc.
  8. Conducting construction or remodel work without a permit.
  9. Not maintaining your home's structure.
  10. Having inoperable or rarely used vehicles on the street.
  11. Parking in a way prohibited or dangerous (in front of fire hydrants, blocking traffic, etc.)
Enforcement action is complaint driven. If you have a possible code violation to report, you will need to provide the address of the property you are reporting. All complaints are public record; anonymous complaints will not be accepted.

For street parking of vehicles, including RV's, fill out the Community Service Compliance Inquiry Form or request a Community Service Officer at 503-629-0111.

For building and housing issues, fill out either the Building Enforcement Compliance Inquiry Form or the Housing Enforcement Compliance Inquiry Form, or call 503-639-4171 and ask for the Housing Enforcement Officer.

For nuisances, fill out the Code Enforcement Compliance Inquiry Form or request the Code Enforcement Officer at 503-639-4171.
