FILE TITLE: DOWNTOWN URBAN RENEWAL DISTRICT CODE AMENDMENTS
APPLICANT: City of Tigard

REQUEST: A request for approval of Comprehensive Plan Amendments, Development Code Amendments, and Zoning Map Amendments related to the Downtown Urban Renewal District.
  • The request includes changing the Comprehensive Plan Designations of the subject parcels from Central Business District, General Commercial, Commercial Professional, Medium-High Density Residential, Low Density Residential, and Mixed Use Residential 1 to Mixed Use Central Business District.
  • The request also includes changing the Zoning Map Classifications of the subject parcels from CBD (Central Business District), CBD (PD) (Central Business District-Planned Development Overlay), C-G (General Commercial), C-P (Commercial Professional), R-25 (Residential, 25 units per acre), R-4.5 (Residential, 4.5 units per acre), MUR-1 (Mixed Use Residential 1), R-12 (PD) (Residential, 12 units per acre- Planned Development Overlay) to MU-CBD (Mixed Use Central Business District) and MU-CBD (PD) (Mixed Use Central Business District-Planned Development Overlay.
  • The proposed MU-CBD zone will permit a wide mix of uses. The zone is proposed to be further divided into sub-areas which regulate height and setbacks.
  • Maximum density is proposed to be increased from the currently allowed 40 units an acre to 50 units an acre, plus a station area overlay permitting 80 units per acre.
  • Proposed Development Code Amendments include design and site standards for new development and changes to Sections 18.120, 18.390, 18.520., 18.745, and 18.765.
  • These proposed changes would implement the Comprehensive Plan Text amendments for the Downtown adopted in 2007.
