FILE TITLE: DOWNTOWN COLLECTOR STREET STANDARDS
PROPOSED CODE AMENDMENTS: Comprehensive Plan (Policy 8.1.2.c), Transportation System Plan (Chapter 8, Figure 8-10), Tigard Development Code (Chapter 18.810 Street and Utility Improvement Standards), and the Municipal Code (10.28.130 - Motor Vehicle Parking).

REQUEST: A Comprehensive Plan Amendment and Development Code Amendment to amend the Comprehensive Plan (Policy 8.1.2.c), Transportation System Plan (Chapter 8, Figure 8-10), Tigard Development Code (Chapter 18.810 Street and Utility Improvement Standards), and the Municipal Code (10.28.130 - Motor Vehicle Parking). The proposed amendments will allow vehicle parking on SW Main and SW Burnham Streets and remove the requirement for bike lanes on collector streets within the Downtown Urban Renewal District.
LOCATION: The Downtown Urban Renewal District
ZONE: CBD: Central Business District. The CBD zoning district is designed to provide a concentrated central business district, centered on the City's historic downtown, including a mix of civic, retail and office uses. Single-family attached housing at a maximum density of 12 units/net acre, equivalent of the R-12 zoning district, and multi-family housing at a minimum density of 32 units/acre, equivalent to the R-40 zoning district, are permitted outright; and MUR-1: Mixed-Use High-Density Residential. The MUR-1 zoning district is designed to apply to predominantly residential areas where mixed-uses are permitted when compatible with the residential use.
APPLICABLE REVIEW CRITERIA: Community Development Code Chapters 18.380, 18.390, and 18.810; Comprehensive Plan Policy 8.1.2(c) and Goal 15; and Statewide Planning Goals 1, and 12.
