| REQUEST: |
The City of Tigard proposes to amend
Comprehensive Plan Policy 10.2.1. This amendment was directed by City Council in
Resolution 07-13 on March 13, 2007. It provides explicit language that annexation
is required before property within its Urban Services Area, but outside the City
limits, can receive city services. These changes also ensure that all policies in
the Comprehensive Plan are consistent with City and County Agreements. The proposed
amendments to the policy are specified on the attached form. |

statement of policy to require property within the unincorporated urban services area
to annex when city services are needed. |
