Proposed Code Amendments
The City of Tigard Community Development Code identifies development code amendments as a "Type IV" procedure. Type IV procedures apply to legislative matters. Legislative matters involve the creation, revision, or large-scale implementation of public policy. Type IV matters are considered initially by the Planning Commission for the purpose of making a recommendation to the City Council, with final decisions made by the City Council.

	This proposed Comprehensive Plan Amendment seeks to amend the current Comprehensive Plan Introduction to reflect current community conditions and add a Glossary of key definitions.

PROPOSAL:	The City of Tigard proposes to amend Comprehensive Plan Policy 10.2.1. Click here to see the proposed comp plan changes

	The City of Tigard proposes to amend Comprehensive Plan Policy 10.2.1. This amendment was directed by City Council in Resolution 07-13 on March 13, 2007. It provides explicit language that annexation is required before property within its Urban Services Area, but outside the City limits, can receive city services. These changes also ensure that all policies in the Comprehensive Plan are consistent with City and County Agreements. The proposed amendments to the policy are specified on the attached form.

PROPOSAL:	Proposed Development Code Amendments to amend the Residential Zoning Districts (18.510) and Conditional Use (18.330) Chapters to allow Major Event Entertainment as a conditional use on residential public school sites. Click here to see the proposed code changes.

	The proposed development code amendment would amend the residential zoning districts Chapter (18.510) and conditional use chapter (18.330) of the Tigard Community Development Code to allow major event entertainment (athletic, cultural or entertainment events) as a conditional use on public school sites within residential zones.

PROPOSAL:	Proposed Comprehensive Plan Amendment to Update Downtown Goals, Policies and Action Measures Click here to see the proposed code changes

	The proposed amendment to Chapter 11 of the Tigard Comprehensive Plan would update the Goals, Policies, and Action Measures to reflect the Tigard Downtown Improvement Plan's vision of a pedestrian-oriented, mixed use Town Center in the Downtown Urban Renewal Area.

PROPOSAL:	A Zone Ordinance Amendment to amend the Residential Zoning Districts Chapter (18.510) of the Tigard Development Code. Click here to see the proposed code changes.
Hearing Dates:	Planning Commission: Monday, February 5, 2007, 7:00 PM City Council: Tuesday, March 13, 2007, 7:30 PM
	The proposed amendment would allow school bus parking as a restricted use on school sites within all residential zones. This use is restricted to high school sites only and cannot be within 200 feet of a property line abutting a residential use.

PROPOSAL:	Code Amendment to Allow Meetings and Events as a Conditional Use on Properties with Historic Overlays (DCA) 2006-00005 Click here to see the proposed code changes

	The City has initiated a code amendment to allow meetings and events as a conditional use on properties with Historic Overlays and/or on the National Register of Historic Places in residential zones.

	Proposed amendments to the Tigard Comprehensive Plan and Community Development Code to adopt a Significant Habitat Areas Map and to implement habitat-friendly development provisions recommended by the Tualatin Basin Partners in compliance with Statewide Planning Goal 5 and Metro Title 13 (Nature in Neighborhoods).

PROPOSAL:	Planned Development Code Amendment (DCA) 2006-00003 Click here to see the proposed code changes

	The applicant is requesting approval of a Development Code Amendment to change the procedures and approval criteria for Planned Developments (Chapter 18.350) and to add Definitions in Chapter 18.120.
