City of Tigard Building Division responsibilities focus on
reviewing residential and commercial building plans, issuing permits, and inspection
of construction projects to ascertain compliance with the State Building Codes.
These responsibilities include the enforcement of other requirements of the Tigard
Municipal Code and Community Development Code. The Building Division is managed by the
Building Official and is comprised of Plans
Examiners, Inspectors, and Support Staff.

Residential Expedited Plan Review
September 2008
In an effort to reduce the time it takes to get a permit for an addition, accessory
structure, deck or remodel of your residence, the Community Development Department
(CD)has created an Over-the-Counter (OTC) plan review process to expedite your
Building Permit.
The Building, Planning and Engineering Division have agreed to have staff available
to provide a review of these small projects at the same time you apply for your permit.
You walk in with your plans and walk out with a permit.
Background
Building permits for small interior remodels have been issued OTC for years. However,
when a project is proposed for the exterior of the residence, setbacks must be verified
and easements must be researched. The existing system required a small addition,
accessory structure or deck to be submitted to CD and the project would get in
line with new residential homes waiting for the same setback and easement
verification. The result would be that a small addition, accessory structure or
deck would not be reviewed for a few days and would delay the start day of the
project. When you're excited about that new addition, every day seems to be an
eternity!
Availability
The residential OTC project process will begin with one appointment per day on Tuesdays,
Wednesdays, and Thursdays at 2 p.m.
This process has been created to assist customers. Scheduling staff from all three
divisions can be difficult, but we will do our best to serve you. Call the

Things to be Aware Of
Tigard is under the jurisdiction of the Clean Water Services (CWS) which provides
surface water management in urban Washington County. If the proposed project is
on a property created under a land use process prior to September 9, 1995, and
you are disturbing the surface of the property, approval from CWS will be required.
Their approval comes in the form of a CWS Service Provider Letter. You must have
a CWS Service Provider Letter at the time you have your OTC meeting in order to
have the permit issued that day. CWS can be contacted at 503-681-5100.
Complete plans are key to the success of this process. Site plans need to be to
scale and indicate setbacks and easements. Construction drawings should clearly
show methods of construction. Structural calculations should be provided when
