Process for selection of a new City of Tigard Council member to serve until
December 31, 2004
Craig Dirksen was appointed as Mayor for the City of Tigard by the Tigard
City Council on January 13, 2004. There is now a Councilor vacancy on the City Council and the
City Council agreed on the following process to fill the position:
- Persons interested in being considered for appointment to the position of City Councilor must complete the Citizen Interest Application and answer the three questions listed below.
- Completed applications must be submitted to Assistant to the City Manager Liz Newton, 13125 SW Hall Boulevard, Tigard, OR 97223, by noon on February 6, 2004.
- Persons interested in being considered for appointment must be a registered voter of the City of Tigard and must have been a resident within the Tigard City limits since February 24, 2003.
- Persons interested in being considered for appointment must give information on how they can be contacted on February 11, 2004, 8 a.m. - 5 p.m., should they be selected as a candidate to be interviewed for the vacant Council position.
- Persons interested in being considered for appointment must be available the evening of February 12, 2004, for an interview with the Tigard Council, should they be selected as a candidate for the vacant Council position.
- The tentative schedule is for appointment and swearing in of the successful Council candidate on either February 24 or March 9, 2004.
The following are the questions for the Council candidates:
- Why do you want to take on this appointment?
- What qualities would you bring to the Council?
- What would you like to see accomplished by the City Council during your tenure?
Please limit each response to 200 words or less. Please attach your responses
to the above questions to your completed Citizen Interest Application.
Additional General Information
Term Limits
A person may not serve longer than eight consecutive years as a Tigard Councilor,
nor more than eight consecutive years as Tigard's Mayor. In no case shall any person serve on
the Tigard City Council more than 12 consecutive years. These limitations do not apply to
the filling of an unexpired term.
The Tigard Council's Responsibilities
Except as stipulated otherwise in the Tigard City Charter, all powers of the City shall be vested
in the Council.
- The Tigard Council exercises all discretionary powers of the City, both legislative and executive;
exercising their authority through the City Manager.
- The Tigard Council adopts City laws and changes them as needed.
- The Tigard Council determines City policies and sets standards.
- The Tigard Council, with advice from the Budget Committee, determines how City funds shall be spent.
Tigard Council Composition
Tigard Council is comprised of the Mayor and four Councilors.
The Mayor and Tigard Council members are elected from the City at large.
Form of Government
Tigard operates under the Council-Manager form of government. The chief
characteristic of this form is that the Council appoints a qualified person as City Manager
to take charge of the daily supervision of City affairs. The Manager serves at the pleasure
of the Council. The theory underlying the Council-Manager plan is that the Council sets policy
and the Manager carries it out.
