OVERVIEW: Working Group Tasks
1. Catalyst Project Working Group
Charge: Taking the Great Ideas and identifying the major public improvement and catalyst projects needed to provide the framework for an improved Downtown Tigard.

Topics could include, but not be limited to the following:
  • "Anchor" projects
  • "Opportunity" projects
  • Key major public improvements
  • Ownership consolidation
2. "Brand Tigard" Working Group
Charge: Taking the Great Ideas and identifying the many small projects that help create an identity or "brand", help focus attention, and generate and maintain momentum.

Topics could include, but not be limited to the following:
  • Streetscape improvements
  • Beautification
  • Direction and wayfinding
  • Greenspaces and "pocket parks"
  • Special events
3. Finance Working Group
Charge: Identify the funding sources and financing tools available to pay for major and minor improvements, and provide direction on what sources or tools might be appropriate for Tigard in carrying out the Great Ideas.

Topics could include, but not be limited to the following:
  • Urban Renewal Districts
  • Business Improvement and/or Local Improvement Districts
  • Revenue Bonds
  • Grants
  • Debt financing
  • Hotel/motel tax
  • Tax abatement or SDC credits
  • New fees
  • Condemnation
