Pacific Highway to a Sustainable Future

Every conversation needs a starting point, but where do we start when talking about four and half miles of Pacific Highway/99W?

We start with a vision! Envisioning a future with less congestion, an active street life, and a beautiful landscape means thinking about the Highway as more than just a roadway. To gain new perspectives and insight, the City of Tigard collaborated with the University of Oregon's Portland Urban Architecture Research Laboratory (PUARL) to study Pacific Highway and develop a vision. "Pacific Highway to a Sustainable Future" imagines the possibilities for transformation with High Capacity Transit (HCT), compact commercial and residential development, green networks, and access for all modes of transportation along the Highway.

Tigard commissioned the Pacific Highway document as a prelude to extensive study and planning efforts which will occur in the coming years. This document is neither a land use plan, nor a development guide. Rather, it is a tool to better understand the corridor's characteristics, and to visualize its urban development potential. This initial work to "start the conversation" is important to the success of future planning efforts.

This study is intended to be a point of departure, a tool to use in discussion with residents and stakeholders to develop the concepts, policies, and actions necessary for a prosperous and sustainable future on Pacific Highway.
